Urgent Action needed for

dangerous legislation


Dear Brothers and Sisters in Christ,



This letter is being written to apprise you of some very dangerous legislation that is currently on the floor of the Michigan House of Representatives and which will become law if passed. The likelihood of the legislation passing from a human perspective is very high, in light of the fact that the governor’s seat and those of both houses are filled with liberals.

Although the liberals are trying to push through a number of initiatives that have the potential of greatly harming the souls of Michigan’s citizenry, there are a couple pieces of legislation that are particularly dangerous. They are House Bills #4474 and #4475. House Bill #4474 (see bill as amended here) is an amendment to Michigan’s Ethnic Intimidation law (MCL 750.147b), and is designed to criminalize hate speech. A companion proposal, House Bill #4475 (see here) adds the behavior defined in HB#4474 to a list of felony crimes. Essentially, vocal opposition to CRT, transgender, homosexual, and other important moral issues will be a crime. Everything from speaking out at a school board meeting or presenting the biblical view of matters associated with the LGBTQ+ agenda from a pulpit on a Sunday morning could be criminally prosecuted with felony charges if these bills become law.  


As Christians, we are opposed to hateful speech and the mistreatment of people who have beliefs and opinions that are different than one's own. If this legislation was merely about stifling vile speech and curtailing abuse, it would probably be supported by many-if not most-believers. Such, however, is not the case. This legislation poses a serious violation of the First Amendment’s Free Speech and Free Exercise of Religion. The “Hate Police” are Coming for You

“The Michigan Legislature is voting soon on proposed legislation that will be used to attack anyone opposing the woke lunacy sweeping the nation. If you speak against abortion, transgender issues, illegal immigrants flooding our nation, or simply refuse to use someone’s preferred pronouns, you can be charged with a felony and face 5 years in prison and a $10,000.00 fine.

 

Hard to believe? Under House Bill No. 4474 you will be “guilty of a hate crime” if you intimidate or harass someone, cause severe mental anguish, or use force or violence (remember words are violence) . . . if you, regardless of the existence of any other motivating factors, intentionally target a victim based “on the actual or perceived characteristics” of another individual from a list of protected categories, including race, religion, sexual orientation, and gender identity or expression.

 

The phrase “regardless of the existence of any other motivating factors” means that if, based upon your religious faith and conscience, you are peacefully speaking against a policy or a person advocating a position with which you disagree, that will be no defense. This is unconstitutional on its face and clearly violates the First Amendment’s Free Speech and Free Exercise of Religion clauses. 

 

The US Supreme Court ruled that “no official, high or petty, can prescribe what shall be orthodox in politics, nationalism, religion, or other matters of opinion or force citizens to confess by word or act their faith therein.” It is unconstitutional to force a citizen to violate their religious conscience or face punishment. 

 

The bill’s proponents may not understand that this law can also be turned on them. Remember, words are now malleable (i.e., capable of being altered or controlled by outside forces or influences) and can be redefined by whoever is in power. This law is an unconstitutional governmental exercise of raw power trampling on the individual rights of all citizens, no matter which side is exercising its prosecutorial authority.

 

What does the “perceived characteristics of another individual” mean? No one knows. If someone perceives themselves in a certain way, can you be prosecuted even if you did not perceive the person the same way? Under the new statutory definitions, you can be prosecuted based upon the alleged victim’s perceived status, whether you knew about it or not. 

 

What does it mean to “intimidate, harass, or cause severe mental anguish to another individual”? The statutory definitions make it clear those words mean whatever the victim wants them to mean. The statute focuses on the victim and their response, not on an actual criminal act. If the victim feels threatened, frightened, intimidated, etc., it makes no difference if the perpetrator did not intend to cause those feelings. You are still guilty of the crime because the victim felt “harassed”! This is a ridiculously subjective standard.

 

The law is also unconstitutionally vague and overbroad. The criminal statute must have sufficient definiteness that ordinary people can understand what conduct is prohibited. It cannot encourage arbitrary and discriminatory treatment. Here, a reasonable person will have no idea what conduct is prohibited. The statutory language is intentionally vague, and the scope of its application is unknowable. That is the intent of this proposed law - to silence all opposition. As Dr. Erwin Lutzer says in his book, No Reason to Hide, “When the goal of language is not truth but ideology and power, the totalitarian state has arrived. . . Remember, the goal is to imprison the mind, to cause people to self-censor so that banned ideas will never be uttered.” This law will not act as a shield to stop so-called hate crimes, rather, it will be used as a sword to destroy any debate in the public sphere over critical cultural issues facing our country.

 

The statute also creates a new civil cause of action against alleged perpetrators of the crime, even if they are found not guilty in a criminal trial. What better way to silence your critics than to bankrupt them with frivolous lawsuits! Note that there is no right for the alleged perpetrator to countersue or recover their attorney fees if they prevail. What a great tool to financially destroy your political or policy opponents!

 

As Voltaire said, “If people can be made to believe a lie, they will live as if the lie were the truth.” That is HB 4474’s goal. Doctrinal conformity with woke ideology will now be enforced through government coercion, civil lawsuits, and imposition of criminal penalties, including the loss of your freedom. Speak out against this law now or be ready to defend yourself in court if you try to speak up later.”


Beloved in Christ, there will be many negative practical implications of these bills being passed into law. Some of them are listed below.


Implications for Parents, Teachers, Counselors, and All Employers and Employees (and All Citizens-Whether Believers or Unbelievers)


  • Parents who have a child who is confused about his/her gender identity will be pressured to repeatedly lie about their child’s gender and/or purposely deny a proposition of truth revealed in general revelation—their child’s biological sex.
  • Teachers and counselors (including biblical counselors) who have a gender-confused person in their classrooms or counseling rooms will be pressured to do the same.
  • All employers and employees, along with those previously mentioned, will not only be pressured to remain silent about gender-related issues in their vocational spheres, but they will also be pressured to remain silent about other issues, such as critical race theory.
  • The family and vocational spheres are not the only places where legal pressure will be exerted to obstruct free speech; the public sphere will also be affected. There will be restrictions on what people can say at school board, township, and other public meetings.

Implications for Christians


Pastors, teachers, and all believers who genuinely love each other and their neighbors, will be pressured to refrain from preaching, teaching, or sharing the truth of God’s Word. Speech surrounding the following principles and commandments of Scripture will be restricted:


God is the Author of creation. He is the only One that has the authority to define the order and design of the things that He has created. God’s creation ordinances, which are moral laws reflected in the order and design of creation, will be suppressed or violated. The most immediately relevant creation ordinance related to this legislation is human sexuality.

So God created man in His own image, in the image of God He created him; male and female He created them. And God blessed them. And God said to them, “Be fruitful and multiply and fill the earth and subdue it…” (Genesis 1:27–28)

The Author of creation tells us in His inspired Word that there are two sexes: male and female. The manner in which God reveals His will about the sex of the physical bodies of His image-bearers is plainly revealed and studied in human physiology, the branch of biology that deals with the normal functions of the human body and its associated parts. People are embodied beings, and their sexuality is expressed through their bodies.


At least five of the Ten Commandments will be suppressed or violated:


The First Commandment: “You shall have no other gods before me.” As was stated earlier, God is the Author of creation and the only One Who has the authority to define it. If this legislation becomes law, it will function to pressure Christians to implicitly refute human anatomy and physiology as it was ordained and created by God. Man, the creature, will be treated as if he is the Creator.


The Fifth Commandment: “Honor your father and your mother.” This commandment assumes parental authority and leadership. It stands firmly against the idea that children should make determinations regarding their ‘gender identity’. The commandment also implies parental oversight and care for children, and thus the protection of children. The primary victims of this legislation will be children.


The Sixth Commandment: “You shall not murder.” This commandment deals with the protection of human life. Sex re-assignment surgeries not only mutilate the human body, but they also carry significant health risks (and high suicide ideology/suicide rates).


The Seventh Commandment: “You shall not commit adultery.” This commandment presupposes the biblical understanding of marriage as a covenant between one man and one woman, which in turn presupposes the basic binary of sexual differentiation established in Genesis 1 and 2.


The Ninth Commandment: “You shall not bear false witness.” The Westminster Shorter Catechism says the following, “The ninth commandment requires the maintaining and promoting of truth between man and man, and of our own and our neighbor’s good name, especially in witness-bearing.” Failing to address people by their biological sex is a suppression of the truth. Identifying someone utilizing terminology that does not express the truth about them is a form of lying.

  • The proclamation of the gospel will be inhibited.

God the Father shows His love for people by revealing to them via His Word His holiness, their sinfulness, and their need to be reconciled to Him by God the Son, Jesus Christ, and the once-for-all time sacrifice He provided for sinners on the cross. This involves, among other things, God the Holy Spirit using the human conscience to convict people of sins, which are violations of God’s Ten Commandments. This conviction can be accurately described as a frightening feeling. God has not designed the conscience and this associated feeling in people because He does not love and care about them. Quite the contrary, He cares deeply about the creatures He has created in His image and has provided a way of escape from the eternal wrath they deserve. This legislation, if passed, will greatly misrepresent God and His paternal care for the creatures that have been created in His image. Gender-related sins, for example, will be celebrated, and people will not see the need to repent and turn from them.

It is very important that each of us pray and do our part in opposing some very dangerous legislation that is on the floor of the Michigan House of Representatives in Lansing.


IT IS ESSENTIAL THAT EACH OF US TAKE ACTION!

   

  • Engage in fervent prayer.
  1. Pray that lawmakers will see the moral ramifications of the legislation that is before them.
  2. Pray that unsaved lawmakers come to Christ.
  3. Pray that lawmakers will take seriously their responsibility to know and uphold the Constitution.
  4. Pray that this legislation will be defeated.


  • Contact your state representative and your senator regarding these two bills. Respectfully express your conviction about the importance of protecting the First Amendment. Also express your opposition to HB#4474 and HB#4475, urging them to vote “No” when they come to the floor for a vote.

 

  • Send the link to this letter to your Christian family members, friends, work associates, and others, urging them to take action.


Let each one of us be sure to be cognizant of the manner in which we are to engage in spiritual warfare. Our manner must reflect our Commander in Chief, Jesus Christ. Jonathon Edwards, one of the leading figures in America’s Great Awakening, once said the following:


When we think of ‘Christian warfare’ as one of the metaphors that should shape the Christian’s life, we also should think of our captain Jesus Christ as the model for conducting such warfare. Christ could’ve resisted his oppressors with the fierceness of a roaring lion. But he instead showed his valor as a gentle lamb. If we’re to follow Christ in boldness and valor, it should not be in the exercise of any fiery passions; not in fierce and violent speeches, and vehemently declaiming against, and of crying out of the intolerable wickedness of the opposers, giving ‘em their own plain terms; but in not opening his mouth when afflicted and oppressed, in going as a lamb to the slaughter, and as a sheep before his shearers, is dumb; not opening his mouth; praying that the father will forgive his cruel enemies, because they knew not what they did.
